CURRICULUM VITAE

I was born in Pınarhisar, Kırklareli, on February 15th, 1970. I graduated from Istanbul University, Cerrahpaşa School of Medicine (English curricula) in 1993 and was entitled as a medical doctor. I completed my residency in cardiovascular surgery in 2002 at Istanbul University Cardiology Institute.

My first professional work experience was in 2002 at the Istanbul Çağlayan Florence Nightingale Hospital, where I worked as a cardiovascular surgeon with Operator Dr. Cihat Bakay. The same year, I was appointed as the assistant in chief to work at Siyami Ersek Thoracic and Vascular Surgery Training and Research Hospital. In the first year, I worked with the Chief Physician Operator Dr. and Professor Sertaç Çiçek. From the year 2003 to 2006; I took research positions and worked as an investigator in clinical studies in Belgium at the OLV Clinic in Aalst and the Katholieke Universiteit of Leuven (KUL). During this period, I had the opportunity to work with reputable Professors Pedro Brugada, Hugo Vanermen, Bart Meyns, Raphael De Geest, and Willem Flameng. Also, I published my clinical and experimental research in the international scientific journals indexed in the Science Citation Index (SCI). I completed my training curricula on minimally invasive robotic heart surgery and heart transplantation in Belgium in the period from 2003 to 2006.

In 2006, I returned to Siyami Ersek Thoracic and Cardiovascular Surgery Training and Research Hospital and continued to work as the chief assistant. In 2007, I was granted as the Associate Professor in cardiovascular surgery after I successfully passed the assessments of the Inter-university Council. I was appointed as the founder physician in chief at Istanbul Mehmet Akif Ersoy Thoracic and Cardiovascular Surgery Training and Research Hospital on November 13, 2008. Then, I was appointed as the chief physician at the cardiovascular surgery department of the same hospital in 2010 and I continued my work both as the chief physician of the hospital and the chief physician at the cardiovascular surgery department.

At Mehmet Akif Ersoy Thoracic and Cardiovascular Training and Research Hospital, I implemented closed aortic and mitral heart valve replacement surgery; on which I was trained in France and Belgium. This closed cardiac surgery technique involves entering the inguinal artery and vein to reach the aortic and mitral valves, eliminating the need to cut the ‘sternum’ bone. In 2013, I applied to the Ministry of Health to be granted the permission to make cardiac transplantation in Turkey. In 2014, it was approved and I obtained my licence to perform heart transplantation operations in Turkey.

I was appointed as the founding Secretary General of Istanbul Bakırköy District Public Hospitals within the scope of Decree No. 663 on 02.November.2012. Per my job description; I conducted and managed the administrative, financial, and medical services of 17 hospitals in my region. During this period, I got the construction of supplementary buildings of 300-bed Bahcelievler State Hospital and 400-bed Bakirkoy Sadi Konuk Training and Research Hospital completed and had them start to provide health services. I completed the ‘Master of Health Management’ curriculum of Istanbul University Institute of Health Sciences in 2011. On 13.December.2013, I was granted the tenure of being a Professor of Cardiovascular Surgery at Istanbul University, Istanbul Medical Faculty. I published several articles in international scientific journals indexed by SCI. The number of citations to my publications is 657 and my h-index is 13.

On 15.January.2014, I was appointed as the Founding Secretary General of Istanbul Çekmece Region of Public Hospitals Association. I conducted and managed the administrative, financial, and medical services of the following medical facilities in my region; including Istanbul Mehmet Akif Ersoy Thoracic and Cardiovascular Surgery Training and Research Hospital with 250 beds, Kanuni Sultan Süleyman Training and Research Hospital with 600 beds; Esenyurt, Büyükçekmece, Başakşehir, Çatalca, Silivri, and Silivri Criminal Execution Public Hospitals, and the oral and dental healthcare centers of Beylikdüzü, Selimpaşa, and Avcılar. I got the construction of several hospital buildings completed; including 250-bed supplementary building of Istanbul Mehmet Akif Ersoy Thoracic and Cardiovascular Surgery Training and Research Hospital, 300-bed Beylikdüzü State Hospital, 200-bed Büyükçekmece Public Hospital, 75-bed Çatalca Public Hospital, and 50-department Küçükçekmece Oral Dental Health Center.

The project I submitted to SPO (State Planning Organization) for the construction of Istanbul experimental research center (IDEA) was accepted. I performed the procurement and construction processes within this scope. With this center of research and development; we aimed to support domestic production and industrial activities by developing medical devices and pharmaceuticals to be tested on experimental animals such as sheep, goats, and pigs. With the development of high-added value biomedical devices, it was aimed to diminish the dependence of the ‘medical devices and pharmaceutical industry’ on other countries and reduce the current account deficit. The opening speech of the international meeting at the facility was given by the Health Sciences University Rector and the former president of the health committee of the Parliament, Professor Dr. Cevdet Erdöl.

I submitted my file to the Ministry of Health to authorise the facility to conduct Phase 1 clinical studies for the evaluation of newly developed medications with the participation of volunteering individuals. A major objective of the facility is to research and develop ‘national drugs’.
